ORG derives its authority from the Law No. 17/2018 governing companies (the Companies Act) and related legislation administered by RDB. Intellectual property rights including patents, trademarks, and industrial designs are registered through ORG in a separate function from the company register.

Rwanda has made business registration reform a national priority. The country is consistently ranked among the top-performing African countries in the World Bank’s Ease of Doing Business indicators and has achieved sub-6-hour company registration through its fully digital ORG system. Registration of a company or individual enterprise is free when done online via the RDB portal at urs.rdb.rw.

The ORG operates in English, French, and Kinyarwanda, reflecting Rwanda’s official languages. Corporate filings and the online registry portal are available in English.

The ORG public registry at org.rdb.rw allows lookups using the “Enterprise Search” function:

  • Company name (partial or full)
  • Individual enterprise name
  • Registration number

Publicly available data includes: registered name, registration number, entity type, registration date, current status, and primary business activity. Shareholder and director information in the public display is limited; detailed officer data requires a certified extract.

Separately, Rwanda operates a dedicated Beneficial Ownership register at bo.rdb.rw. Filing of UBO information is mandatory for all companies registered in Rwanda, including foreign companies authorised to operate in Rwanda. The UBO register is maintained by ORG and accessible to designated authorities; public access is limited.

Data freshness: ORG updates the registry on a filing-event basis. Given the digital-first nature of Rwanda’s registration system, updates are reflected quickly after filing acceptance, typically within 24 hours of processing.

Rwanda’s online business registration is free with no government fee. Basic public registry searches are also free. Fees for certified extracts and non-bankruptcy certificates are not prominently published on ORG’s public website; contact ORG directly at org.rdb.rw for current fee information.

Note: private internet cafes and corporate service providers may charge a service fee for assistance with registration, but the government fees themselves are zero for online submissions.

Do you need a local account or ID?

The free public search at org.rdb.rw does not require registration or an account. Any user globally can search the enterprise register by name or registration number.

For certified extracts, filing documents, or accessing the UBO register, an account is required on the RDB portal at urs.rdb.rw. Foreign users can create an account using an international email address. The registration portal indicates that registration of business activities “is mandatory for all Rwandans and foreigners intending to do or already doing business in Rwanda,” confirming the system is designed to be accessible to foreign users.

No Rwandan national identity document (Indangamuntu) is required for an account used for registry searches by foreign compliance buyers.

Is the website in English?

Partial. The ORG website at org.rdb.rw is available in English and French. The enterprise search interface operates in English. Some procedural pages and forms may appear in Kinyarwanda or French. The RDB business registration portal (urs.rdb.rw) is primarily in English for the international audience. For compliance buyers searching in English, the main search and status functions are fully usable.

What’s the turnaround time?

Free public enterprise searches are instant. Business registration for companies and individual enterprises is committed at “within 6 hours when the application complies with the requirements” (ORG official statement). This refers to registration, not search; for compliance buyers the search result is immediate.

Is there an API?

No. ORG does not currently offer a public API for programmatic access to registry data. Compliance platforms requiring automated Rwanda lookups should engage with RDB directly to enquire about data-sharing arrangements.

What you legally cannot do

ORG’s terms prohibit bulk automated scraping of the enterprise search interface. Registry data accessed for compliance purposes is to be used for the stated compliance function and not redistributed.

Practical tips for foreign compliance buyers

  • UBO filing is mandatory and recent. Rwanda introduced mandatory beneficial ownership filing requirements in 2023, with a deadline of 31 August 2023 for existing companies. As of 2024, no new entity can be registered at ORG without providing UBO information. This means Rwanda’s UBO data is more current and complete than in many African jurisdictions where UBO requirements exist on paper but are weakly enforced. For any Rwanda counterparty, you can ask for the UBO filing confirmation number as part of your CDD process.
  • Free registration does not mean minimal compliance. Rwanda’s zero-fee registration is a deliberate policy to reduce barriers for small business formation. It does not indicate a lighter regulatory regime; Rwanda has active AML/CFT oversight through the National Bank of Rwanda (BNR) and the Financial Intelligence Centre (FIC).
  • Registration number as anchor. Rwanda assigns a unique registration number at incorporation. Use this number rather than the company name when cross-referencing across Rwandan government systems (tax, social security, customs).
  • Entity types matter. Rwanda distinguishes between companies (governed by the Companies Act, with full corporate personality) and individual enterprises (sole trader registrations). Confirm which you are looking at before assuming full corporate liability protections apply to your counterparty.
  • Foreign companies. Foreign companies authorised to operate in Rwanda are registered at ORG as external companies. Their home-jurisdiction registration is not verified by ORG; obtain the parent entity extract from the home jurisdiction separately.
  • Language of filings. Company constitutions and key documents may be filed in French or Kinyarwanda as well as English. If the certified extract is in a language other than English, request an English version or arrange a certified translation.

Local data suppliers

For compliance-grade verification, the ORG registry is the primary and most accessible source. Rwanda does not currently have an established commercial credit bureau market comparable to South Africa or Kenya.
